Hibiscus Plants Have Spidery Vine Growing On Base

Q: My Hibiscus has a grayish-green-spidery attachment to the base of them. This parasitical-type plant is growing from the trunk/roots and climbing up the limbs. What is this and can it be treated? Or do I have to dig them up, treat the soil, and put something new in. One of the Hibiscus hedges is planted beside a Live Oak tree.
