Nancy, A strong stream of water will blast the little critters from the shrubs. The process should be repeated every three to four days for a couple of weeks to take care of any that may hatch out. Be sure to hit the undersides of the needles. If you choose to use a insecticide (Neem oil would be a good choice) you will still need to do it several times, so why not just use the stiff stream of water. It's free and far more environmentally friendly. Best And Happy Yardening, Nancy.
