Mature Firebush Shrub Has Loads Of Tiny Black Insects

Q: We have found loads of black tiny insects, maybe mites, on a mature firebush shrub. The leaves on the growing tips are curled. What are these and how can we control them, with or without pesticides? We used "Garden Safe" fungicide concentrate labeled for as fungicide, insecticide, and miticide. Is that the best to use and is it the safest to use?
