Ornamental Cleveland Pear Tree Leaves Are Brown And Dried Up On Some Branches And Nearby Trunk Has White Webbing On It

Q: I have a ornamental Cleveland pear tree, I noticed some of the branches look like the leaves have died on them (brown and dry/crinkled) on the trunk by these leaves it looks like white webbing- not spider or caterpillar webbing, it is attached and spread out over the trunk only. What can I do? thanks!
