Regal Maple Petticoat Tree Only Seems Healthy At Top

Q: After the bad storm last April I had to replace a fallen tree. I replaced it with a maple regal petticoat tree. It has been a tear since this tree has been planted. I have noticed that leaves at the top of the tree are doing well. Other limbs of the tree are not. Is this normal?

It is not. I would take pictures and go back to the place of purchase for recommendations. Best And Happy Yardening, Nancy
