River Birch Has Dark Leaves On Bottom Two Thirds And No New Buds Or Leaves

Q: 3" caliper River Birch planned in Franklin, Tn in acidic, clay soil 2 yrs ago. Lower 2/3 tree branches have dark looking appearance. No buds or leaves appeared in Spring; although, very top appears healthy & has beautiful leaves. Previous year, tree appeared all over healthy w buds, then healthy all over foliage entire tree. Unsure what to do? Any idea what's wrong?

A: If it were my tree and I wanted to save it I would get an onsite inspection from a certified arborist. To find one in your area go to www.tcia.org.
