Should Deadheaded Shasta Daisies That Produce No More Flowers Be Cut Back Further

Q: We suffered a drought in Oregon. We are still suffering a drought. I did not water my Shasta Daisy bed. Slowly the blooms died. I cut off all the blooms, started watering, but there is no more flower production. The foliage is healthy, and about 3 to 4 feet tall. It is now the end of August. The drought will continue. Should I cut back all the foliage? Should I keep watering the stems, which do not have leaves on them.
