Small Green Worms Eating Holes In Petunia Buds

Q: Hi Nancy, Each summer the petunias I keep in pots on my porch attract a very small, pale green worm which eats holes in the buds as they're forming resulting in flowers that have holes in them. There are poppy seed sized droppings from the bugs all over the plant.. Once in a while I see one and kill it. Why does it keep happening and how do I treat the plant? Thanks
