Weeping Willow Is Not Leafing Out After First Leaves Were Killed By Frost

Q: due to the early warm weather in February my weeping willow started to get new leaves . then we had a frost and it killed the new growth. it is spring now finally and it has not started to turn green at all. what is the problem? this tree is eight years old.
