Q: what makes new guinea impatiens leaves at the top of the plant curl when they are seedlings about an inch tall?

A: Hard to say Billie. If the seedlings are to close to a light they may be reacting to heat. If you fertilized them with a chemical fertilizer they may be suffering from a chemical burn.
