When To Cut Back Pachysandra

Q: I have Plant Tone and have been using it on a Pachysandra patch that was always very thick but due to the severe droughts the past 2 summers, it got sparse; so I have been watering it a lot, and hoping the Plant Tone (only applied 2x's so far this summer and it's now August), will make it spread. There are brown stems in some places, should I got them down to the green part?
