Young Honey Locust Trees Are Leaning Over From Heavy Growth

Q: We live in La Crosse, Wi. Two years ago we purchased a bare root tree that was about 8' tall and about 1" in dia. No problems the first year. This year after the leaves appeared the top portion of the tree started to bend over. The tree seems top heavy with an abundance of leaves. I have tried to support it with ropes and stakes, but with any winds it will sway and loosen the support ropes and lean over again. Am I concerned about nothing? Is there another method to support this tree so it will grow straight?
