In small numbers, budworms can be hand picked from a young evergreen tree or shrub. Another trick is to prune and destroy the infested shoots.

Spinosad
Spray infested trees with Spinosad as the buds burst in spring. Tests in eastern Canadian forests showed an 80 percent mortality rate of spruce budworms in trees sprayed with Spinosad.
AzaMax will control budworm
AzaMax is a natural product with a broad spectrum of pest control and broad plant applications. AzaMax is an anti-feedant and insect growth regulator which control (kills) pests through starvation and growth disruption within two or three days.
