Ash Tree Has Thousands Of Little White Grey Bugs Flying Around And They Die In Piles At Base Of Tree Each Year In Fall

Q: I have thousands of little gray bugs flying around my ash tree, they seem to die at the base of the tree trunk and looks like a pile of ashes, it happens every year in the fall, this tree has been know to have aphids but it has been a healthy tree. The bugs are so thick its hard to stand by the tree, they get in your hair and eyes, they don't bite and are not drawn to humans. Are they aphid that have sprouted wings??
