Blue Rug Juniper Has Bare And Brown Areas And Exposed Roots

Q: Hi. We have a very large section of blue rug juniper in our front yard. In the last year or so some of the large roots have become exposed (pic attached). I don’t recall there being any sort of brown spots indicating fungus (we’ve experienced that in other spots). What can we do to fill in these areas that are bare and brown? Can we plant new juniper and if so, what do we put down before planting? Soil? Mulch? Thank you!
