Branches At Top Of Arborvitae Fall Off And Seem Like They Have Been Peeled

Q: I have been noticing that at the top of one of our arborvitae bushes the branches have been falling off. It seems that they are breaking off at the growth spot of the branch. The branches are all about a foot long. It doesn't seen that they are torn off but almost looks like it's peeled off. What could be causing this?
