Can Peony With Black Spots Be Safely Relocated To Area With Less Water

Q: 2 of my newly planted peony plants have developed black spots. We have received a large amount of rain plus my location is at the bottom of a small slope. Is it too late to relocate these plants this season to higher ground? I live in Maryland.
