Cardinal Candy Viburnum Buds Died Before Opening

Q: I have a small cardinal candy viburnum. It's growing well and started budding this year. When the buds got about 1"across,they died before they opened. More buds form,and die. No bugs seen. Leaves look fine. Help. I have a winterthur for pollination,but it hasn't bloomed.

The only thought I have is that a late season frost hit the buds and killed them. They are the most tender part of the plant when in bud. Frost has taken out our peach flowers two years in a row with a late season frost. Best And Happy Yardening, Nancy
