Clematis Came Up Very Late And Remains Unusually Short

Q: My Clematis did not come up as usual this spring. In mid-June it came up but only about a foot tall. It has been very robust in the past, but not this year. Even in Mid-September is only about a foot tall. Should I dig it up and replant? Or is it just at end of life and I should put new in next spring?

I don't have a crystal ball Bob, the plant is struggling. I doubt you will see new growth in spring. Time to move on. Best And Happy Yardening, Nancy
