Crepe Myrtle Has Brown Flowers From Previous Year And No New Buds This Year

Q: It's the end of July in PA and my crepe myrtle still had last year's brown flowers from last year - no buds or flowers this year but looks like it has some new growth. Please advise.

Sorry Mary, I have no experience with crepe myrtles as I live and garden in Zone 5. I have to think the crazy weather we have all experienced this year has much to do with your tree' condition.
