Douglas Fir Tree Dropping Green Pinecones

Q: Every day for the past 2 weeks my mature douglas fir tree is dropping excessive amounts of green pinecones which i think are underdeveloped pinecones. they are also very sticky with sap. they drop in the morning hours only and will cover my driveway and surrounding area under the tree with cones. we have lived in this house for over 20 yrs and have never had this happen. what could be the problem?
