Hollies Cut To Ground In April Have Not Resprouted

Q: Two winters ago (in February) I cut my overgrown hollies to the ground & they came back beautifully. I did the same for my friend's hollies this April, but they did not resprout. Did I cut them too late (i. e., not in their dormant season)? Might they still come back? Thanks!
