Q: My Hyacinths that I planted in bulb pans: the flowers could not grow up from the leaves, the buds stayed stubby within the leaves? Thanks Jerry

Inside, outside - not enough information - could be they didn't have the 14 weeks of cold. Also, quality of bulbs makes a difference. Best Nancy.
