Lace Bark Elm Is Grey And Droopy

Q: My lace bark elm looks grey and droopy with curling dry leaves. We had bag worms on surrounding trees so we sprayed everything. Could that have caused this or is it something else. The leaves are not yellowing and the trunk looks fine.
