Q: What is the problem when the leaves like the picture and how do I treat it?

A: The leaves are being eaten by an insect. Take a sample of the leaves and the seed pods to an independent garden center that sells these plants for an accurate ID and form of control. You need to identify the plant to be able to identify the insect and choose the proper control. My guess is Japanese beetles, but it is not wise to act on a guess. Best And Happy Yardening, Nancy
