Leaves Of Vinca Plant With Beetle Infested Mulch Have Disappeared Overnight

Q: Beetles have eaten all the leaves from the vinca plants over night I planted just the day before. We are removing the beetle infected mulch today. Will the leaves reproduce if the plant is cut back. What do I need to do?
