Locust Tree Leaves Start Dropping Just After Coming In In May

Q: Dear Nancy...I have a Locust tree that is 18 years old; the last 2 years it has been dropping all of its leaves starting in May...just after getting its leaves. I have treated the tree early with Bayer tree and shrub food/insecticide but the leaves keep dropping. It is getting watered the same as always and I don't see any obvious infestation.
