London Plane Tree Has No Buds Or Flowers In May

Q: I live in Salt Lake City, UT and planted a 3 year old London Plane tree in my yard last September. The tree looked very healthy all fall and lost all its leaves in late December. It's now the first week of May and there are no signs of buds or flowers. All the mature London Plane trees in the area have started to grow leaves over the last two weeks. Is my London Plane tree dead? Or, do I need to be patient and it will bud in the next few weeks? This spring has been wet and mild compared to recent years with the highs about 20 degrees below average. Thank you in advance for your opinion.
