Lonicera Leaves Have Small Black Spots Underneath And They Have Shriveled And Stopped Growing

Q: Lonicera (hybrid) growing in a24" container on a roof deck. Container in partial shade . Vigorous growth when planted last year. This year leaves shriveled somewhat with some small black spots on underside of leaves, growth stopped. Is this likely a fungus and is there a remedy?
