Lower Limbs Of Fir Tree Are Turning Brown

Q: We have a Douglas Fir or Fraser Fir not sure witch one. We have it about 3 or 4 years and it is now starting to brown on the limbs closes to the ground. My husband cut those limbs off hoping that would stop what ever is wrong with the tree but it continues to get brown limbs closes to the ground. Keeps going up the tree. Any suggestions as to what to do to stop this?
