Magnolia Tree Has White Spots On Branches And Lots Of Flies Near By

Q: Actinovate biological fungicide can this be used next a Koi pond? We have a magnolia tree that appears to have some white spots on the branches. In the past 2 days we have noticed a lot of flies on and near the tree. What can we do? We are working with an extremely tight budget but do not want to lose the tree.
