Pine Seedling Has Bright White Dots Along Branches

Q: Hi Nancy, we have a very healthy looking white pine seedling 3 years old with tons of happy new growth - it's about 14 inches tall. But it now has bright white dots along a lot of the branches, especially the new ones and I can't find any info on what they might be or what to do about it. On such a small tree can I just scrape them off? The tree has good colour and about 4 inches of new growth on all it's branches - I want to nip any problems in the bud if I can!
