Red Bud Tree Planted With Burlap Sack Around Root Ball Is Suffering

Q: 2 summers ago I planted a red bud tree and was told not to remove the burlap sack around the root ball, now I can see my tree is suffering. Each spring I loose a branch. Half of the tree sprouts out but one branch doesn’t which means I have to cut it off. Help please, I don’t want to loose my tree.
