Rose Tree Has Lots Of Tight Buds That Have Stems Growing Out Of The Center

Q: My rose trees have lots of buds on them. But they are tight and have stems growing out of the centre of the buds. They do not appear to be opening as of yet.

The only thing I can think of is rose rosette disease. Bag up a few samples and take them to an independent nursery that sells roses. Also google photos of rose rosette disease. Best Nancy
