Should Flower Beds Not Be Cleaned Before Temperatures Are Consistently 50 Degrees Or Higher

Q: I've been seeing posts going around that we should not be cleaning up the flower beds until temps reach a consistent 50 degrees because we may be throwing out/disturbing hibernating bugs (bees, etc.) Is this true?
