Stems Of Red Oriental Poppies Are Attacked Just A Few Inches Below The Bud

Q: I have several clumps of oriental poppies. The stems of the red ones, and only the red ones (which, incidentally seem sterile - I have never succeeded in collecting seed), are attacked just below the bud, often to the point that the stem is completely severed. By what? Suggestions have included wasps, collecting the sap for nest building, and small rodents. Any suggestions please, and why only the two or three inches of stem immediately below the bud? Picture attached.
