Top Half Of Clump River Birch Tree Has Not Leafed Out

Q: We have a clump river birch tree in our yard at the lake. 6 or 7 years ago we transplanted it from another property that we owned. At the time that we transplanted it it was just about at the maximum size to transplant. The tree struggled for a couple years but pulled through and has been the pride of our yard. This spring something happened and the upper 1/2 or 1/3 of the tree has not leafed out. Is there something that we can do? We are in northern Minnesota and these trees grow very well along the lake area where we live.
