Top Half Of Mountain Ash Tree Is Bare And Branches Are Darker

Q: the top half of our mountain ash tree is bare and the branches are a darker reddish brown while the bottom half is a lighter brown and sprouting new leaves. did the top half die over winter and should I cut it back that far?
