Top Of Norway Spruce Tree Has Black Growth That Looks Like Swollen Pine Cones

Q: We have a tall tree which may be a Norway spruce, its about 30 feet. The top of the tree has some black looking "growth" which could look like swollen black pine cones. I doubt thats what it is, but have no idea what to think. Is this a bug,or a disease Problem?
