Tulip Blooms Found On Ground With Clean Cut To Stems

Q: My tulips are beautiful and the blooms are mature and colorful. This year I noticed 3-4 of the blooms on the ground, fully intact and the stem looks like it was cut with scissors! Very clean cut. Do you think it is some kind of bug doing this and if so, should I use Sev-in dust?

A: This damage was done by an animal . Never spray an insecticide unless you can accurately identify an insect. and It is listed on chemical's label. Best Nancy and nHappy Yardening
