Tulip Tree Has Dead Branches At Bottom And Yellow Powdery Substance On Trunk

Q: My tulip tree has multiple dead branches. They are all on the bottom of the tree. The rest of it has well formed leaves, flower blooms are present and there are no visible problems along the trunk...unless the yellow powdery matter along the trunk is trouble. It scrapes off easily enough and might be accumulated pollen that is all over right now. We’ll need to cut off the dead branches but what else to do? I’d hate to lose this tree.
