Tulips Do Not Bloom

Q: My tulips will have leaves appear and seem to be healthy but the actual tulip flower does not appear. Can you please help.me? They are in a bed of other perennials and 3 SHRUBS. I'M AT A LOSS OF WHAT TO DO. CAN YOU PLANT THEM UPSIDE.DOWN. THANKS

Planting them upside down won't help. Small size bulbs often don't bloom. Lack of sun will do it and too much fertilizer (nitrogen) may also be the cause. But it may be too warm where you live and you will need to pre-chill them. Check with your county extension for advice in your area. Best And Happy Yardening, Nancy.
