Q: my Virginia creeper vine has some kind of insect that is sucking all the green out of the leaves the whole plant is dying what can I do? will it come back in the spring?

A: Your Virginia Creeper is under attack by leaf hoppers. I would contact your county extension horticulture agent for a recommendation as to when and what to treat it with. Timing is important and it varies from state to state. He/she may be able to recommend a systemic that would be effective, easy to use and not damage the plant.
