Water Coming Up From Where Tree Stump Was Removed

Q: a large 36" dia. pine (healthy) was felled 3 monthes ago by my neighbor. The stump was ground, but still the root system is producing so much water that the whole area downhill is saturated with water from the roots. Is this more than water? Is it harmful to other plants in its path? How long will the roots do this?

Roots do not produce water, they take it up. However they no longer do this as the tree has been removed. The source of the water is probably coming from an underground water source. Could be an irrigation system that failed. Best And Happy Yardening, Nancy.
