Weeping Pussy Willow Tree Leaves Are Brown And Dry

Q: I have a young weeping pussy willow tree that's leaves are brownish and dry. The new leaves are fine but also turn brown and dry up. I am keeping it watered. What could be wrong?

A: I don't have a crystal ball. Is it indoors or out. Is it in a pot or in ground ? What variety is the tree?
I need lots more info to help.
