Q: When can you plant a tree? Some one told me it had to be in a month with the letter "r" in it is that true?

I think that "R" thing has to do with eating oysters. You can plant trees whenever you can dig in the ground. Bare root trees are best planted in early spring. Now is the perfect time to plant potted or balled and burlapped trees. Check out Yardener.com regarding how to plant a tree. Be sure to keep it watered. 5 gallons a week is a good ball park.
