Will Bee Balm Grow Through Mulch

Q: I want to put mulch in the flower beds this year, but my boyfriend loves the bee balm that we have and he thinks they won't grow. I've tried researching this, but didn't find anything. Will the bee balm find it's way through mulch?

It's recommended monada be mulched with 2 inches of mulch winter and summer. Do keep it a couple inches from the base of the plants.
