Yellow Peony Seems Smaller This Year And Blooms Very Little

Q: My yellow peony has always bloomed great. This year I have only 5 blooms and the foliage looks not as tall as previous years. It was planted about 8 years ago. It looks healthy.

A: My guess is it's a weather issue. Erratic temperature swings in winter will kill flower buds.
