Magnolia Tree Leaves Covered With Whitish Gray Fungus

Q: I found a magnolia on my property about 9 foot tall. The leaves are covered with a whitish gray fungus(?) for want of a better word. I can scrape it off with my fingernail and the leaf is brown underneath. Can you identify this for me? Also, what do I need to feed this tree to reach optimum health?
